Precisely. Cards symbolize events. And, of course, the idea is not new. Perhaps the only discovery by Dream Hackers in this regard has been the universal algorithms that can be derived from successfully completed solitaires. Ultimately, indeed, two cards remain: the formed chain (effectively, the deck) and the last card (the beginning of the next chain). This was John Dee's method. Consider what Medici did. She sat in a cell, scheduled for execution the next morning. All she had in her hands was a deck of cards and Dee's method. Thus, she had the beginning of a layout: queen, prison, arrest, malicious slander, jacks and kings as antagonists, an allied queen... then there was a gap... and she wished either to escape or to receive an acquittal. She spent the entire night modeling events and attempting to engage the decrees (laws) of the Eagle to realize her intention. We know that she did not succeed. She had learned this method from Dee in her youth. Over twenty-three years, she had forgotten almost everything. And observe what she said as she walked to the scaffold: "What a pity. I almost made it."
How to fill the gap: Imagine that we possess a large number of algorithms for laying out this solitaire. That is, we know that if a chain gets stuck, if we are waiting for an event that does not occur, we should provoke an event of a specific modality (considering "sympathy"-suit and "valence"-number). A friend of mine, to whom I recounted this method of managing events, immediately began to practice it – and with phenomenal success. He takes orders (it doesn't matter what kind). If there's an order, there's work and money. No order, he's out of luck. So, he "charged" this sequence: after handing over work to a client, the man would get drunk. If there was no order for a long time, he would get drunk again, and an order would immediately come in. His drinking bouts are events of the same suit. With them, he pushes the chain of events forward – preventing it from getting stuck. Do you understand?
A similar method underpins all seasonal rituals (magic and science). However, this is a challenge for theorists, and you and I are practitioners. The example with my drinking friend is a primitive application of the technique. If we know the algorithms, some of which are very complex, then we can truly perform fabulous wonders. More precisely, the Eagle will perform them, and our actions will serve as a channel for its realization.

Understood. External events are cards from the deck; provoked ones are "from the sleeve." The desired event is external, and it will not occur until intermediate events are "arranged."
Now, all that remains is to learn how to determine the suit and rank, as well as their corresponding events.

I will recount it in my own words. A mandala is laid out for the current moment. The cards, naturally, fell poorly. :) There are no problems with the symbolism of the cards; there's plenty of it. Then, the sorcerer, according to certain rules, rearranges the cards so they lie "as they should." All of this is accompanied by rituals. Each rearrangement of a card then corresponds to an action in real life, sometimes quite absurd. Which specific action needs to be performed is determined by the interpretation of the card.
